அரசு, போலீஸ் பணியாளர்கள், பள்ளி ஆசிரியர்கள் மற்றும் கல்லூரி பேராசிரியர்கள் உள்ளிட்ட அரசு ஊழியர்களின் உரிமைகளை பாதுகாக்கவும், அவர்களின் நலன்களை உறுதிப்படுத்தவும் ரூ.5,000 கோடி ஒதுக்கீட்டுடன் அரசு ஊழியர் நல வாரியம் அமைக்கப்படும்.
