ஆதிதிராவிடர்-பழங்குடியினர் மற்றும் எளிமை நிலை சமூக மக்களின் நலனுக்காக பட்ஜெட்டில் ஒதுக்கப்படும் நிதி அவர்களின் வளர்ச்சிக்கே முழுமையாகப் பயன்படுத்தப்படும். மற்ற வளர்ச்சித் திட்டங்களுக்கு இந்த நிதி ஒருபோதும் பயன்படுத்தப்படாது.
